Observe a sample
Time several ordinary reviews, including documentation and later follow-up. Avoid building the estimate around your fastest or most complex resident.
Find duplicate work
Mark re-keying, searching, report assembly and status reconstruction separately. Those are testable workflow burdens; clinical judgment is important.
Run the same scenario
Ask each vendor to demonstrate one representative review end to end, then record which steps disappear, change or remain outside the product.
